Tiburtian Law on the Salaries of Politicians

Senators,

We believe that, given the central importance of the Senate and the central governing bodies of the Republic in determining public policy and exercising popular sovereignty, it is essential to ensure that those who posses high offices should receive adequate compensation for their efforts, in order to attract competent candidates and ensure that not only those with the wealth and resources to participate in politics have the ability to pursue a political career. If the Republic is to continue to have capable men and women in government we must ensure that, after sacrificing their privacy, leisure, and family time these people do not also have to make a financial sacrifice, and that those politicians that lack financial means are not as a consequence forced to resort to legal or illegal corruption.

We thus call for the full compensation of all expenses incurred by all Senators, Ministers, Praetors, and Provincial legislators, paralleling the generous compensation granted to municipal officials (http://classic.particracy.net/viewbill.php?billid=582828). Under this proposal high officials will be provided with a reasonable salary correlated to national economic performance, as well as in-kind allowances, including child support, travel, postage, housing, and salaries for staff members. All salaries and allowances must be transparently published, except for information judged to be sensitive or a matter of national security. No family member of the public official may be employed as a staff member. Improper submission of expense claims shall be considered false accounting and may be prosecuted as such.

To find truly committed people, these people should not be motivated by their prospects of economic gain. It is a basic rule that Factio Republicana seems to have forgotten. This law will lead to mediocre entries into politics, which will lead to devaluation and loss of trust in institutions. In addition, this law will ostensibly increase the cases of corruption and misuse of public money, no matter how many obstacles are tried by those same people who will lead.

High salaries for political leaders, if transparently provided, are empirically correlated with good governance and economic development. That is an observed fact. Another fact is that people are naturally selfish and inclined towards evil, so they need either coercion or reward to act with virtue; since it is impractical to coerce people to run for public office, reward is the appropriate solution. It is also a fact that poor people are rarely inclined towards political participation, a time and resource consuming endeavor. If we want our political system to offer descriptive representation of our population, we must make it easier for working-class Selucians to pursue a political career. All these arguments point towards the necessity of adequate compensation for those that dedicate their time and effort for the common good.
