Samira Pronti, AV Spokesperson on Healthcare: Honourable deputies, The current healthcare system is failing. Its costs are exceptionally high and with the current system of partial public healthcare we can simply not ensure progress in innovation and costs reduction, while the private health establishments are innovating quickly and provide its clients with i.e. new treatments, improved medicines etc. It is our believe that when the healthcare of this nation will be in the hands of private investors, innovation and efficiency will increase while the costs lay low, due to government oversight. We seek to implement a comprehensive system of healthcare insurance to make sure every Istalian has acces to quality healthcare. To make sure every Istalian gets health insurance, we must oblidge every health insurance company to provide any applicant* with a basic insurance. For further expansion of the insurance agreement, citizens can choose to commit to a more comprehensive insurance, which will be paired with a higher monthly healthcare insurance costs. To oversee the entire sector, we would like to seek more regulatory status for the already existing Servizio Sanitario Nazionale (SSN). With this system, we can reduce overall healthcare costs, with no decrease in quality whatsoever. Also, we can use the free money to invest in public safety and education, which are in dire need of extra funds. *= anyone with Istalian citizenship residing in Istalia for at least two years in the last five years can be considered an applicant Thank you. |

Are they charitative organizations? We would like see the privates act as chartitable organizations, but this is not the reality and I think we cannot force a private to do so. We already demand many things to our private sector, this is too much. And how to assure not to have a fracture between the services offered between several category of citizens? We want see a society where only the rich can afford the best of the healthcare? To answer their questios, I feel that I must elucidate the system a little more. Health insurance in the proposal is mandatory. Healthcare in is covered by two statutory forms of insurance: - General Healthcare Insurance, often called ‘basic insurance’, covers common medical care. - Long Term Healthcare or LTH covers long-term nursing and care. While Istalian residents are automatically insured by the government for LTH, everyone has to take out their own basic healthcare insurance, except those under 18 who are automatically covered under their parents' premium. If you don’t take out insurance, you risk a fine. Insurers have to offer a universal package for everyone over the age of 18 years, regardless of age or state of health – it’s illegal to refuse an application or impose special conditionsv for basic insurances. In contrast to many other Majatran systems, the proposed system's government is responsible for the accessibility of the healthcare system in the country, but not in charge of its management. A key feature of this system is that premiums may not be related to health status or age. Risk variances between private health insurance companies due to the different risks presented by individual policy holders are compensated through risk equalization and a common risk pool. Funding for all short-term health care is 50% from employers, 45% from the insured person and 5% by the government. So basically all citizens have the obligation to seek health insurance, and health insurance companies have the obligation to offer at least one or more basic insurances that cover all basic healthcare costs at a reasonable price. I think also that, due to the fact that AV collegues mentioned these regulatory laws (http://classic.particracy.net/viewbill.php?billid=506905 and http://classic.particracy.net/viewbill.php?billid=518726), the Government will have to merge also the provisions from these laws. We hope to see an adeguate work. However, we still continue to have our dubts. |
