We are concerned about the likely cost of this program. There is also the issue that, in effect, it will mean non-graduates having to subsidise the tuition of graduates. Surely those who benefit from a university education should generally pay at least *something* back towards the cost?

in general, people who graduate from university earn better salaries, because of their qualification, then those who not. Hence, due to our current taxation system, they will pay more incomes taxes, due to their higher salaries.
