| This is an OOC bill designed to give consent to RP a civil war in the country. We just need 4 of 6 seated players to vote for the bill, and we will be able to RP a Civil War, which we already started and 4 of six players have already acknowledged in RP. If this Bill passes, I would propose we use our OOC RP thread to PLAN OUT the Civil War before we start fighting it. This includes an acknowledgement of relative strengths, conflicts, and conclusions. The three Parties which are already on board will continue to disregard the law, but I personally will commit to not RPing anymore destruction until this bill Passes (or fails) and we have determined what the next steps are. The SP is well within its right to engage in civil disorder on a small scale, which will include bombing and large scale disruptive protests without the consent of other players, as Section 6, Clause 2 states: "It is possible to RP smaller events without the consent of all players or others;" The SP will not engage in this and encourages others to not engage in this sort of behavior until this bill passes or fails. But anyone who wants to RP a conflict, and actually participate in the planning of how it goes, please vote yes on this bill and we will move to OOC discussion. Otherwise, state your objection and perhaps we can find a way to deal with it. |

| Message | I personally think there is justification for a RP civil war, because there are clearly three Parties who are not satisfied with the direction of the Government and have had all avenues of input into the matter shut off to them by either outright hostility or simple ignoring that we said anything. In this case, there is no reason why a country which flipped from a planned economy to a nearly fully privatized one without a complete economic collapse (a la the Soviet Union becoming Russia) SHOULDN't have three militant Parties seeking open rebellion. So I am voting for the RP. I think we can work with the LDP, who has already shown an inclination to participate with a fantastic, and in character response: http://forum.particracy.net/viewtopic.php?f=17&t=92&start=660#p145976 To plan this RP and then carry it out. I hope we can get 4 of 6 of us to vote for this bill and actually do something in this country other than watch as one party systematically destroys Kalistan's institutions for no other reason than that he can. |

| Message | OOC: we won’t finish planning it before the elections let alone playing it out. Usually the rps kinda suspend the ig timeline, like it happens at a different time scale. And then we sorta “fix” the timeline in the after report. But if we end up doing it and plan it well, we can come up with an overall storyline which pleases all players who are in it. We’d have to commit to reallystick to the storyline, and have full transparency on all developments, but we can do it. And he’ll, we ain’t doing anything else at the moment. |

But PL is never going to be in favor of it because while he was calling Keymon in to join the RP (yes, we have evidence to back that up though PL deleted most of his messages) he was asking the mods to retcon it. So he’s not going to vote for it. He’s not for doing anything. I really hope you vote for this bill, LDP. |
