(This bill was proposed by the minister of Health and Social Services Anthony Smith) Cannabis have been proven multiple time to be less harmfull than alcohol and tobacco by countless studies. Yet, we continue to give the right to provinces to make their very own useless province-wide war agains't cannabis. Addiction to drugs should be treated like a illness, not like a crime. Putting consumers of cannabis in jail will not help our drug problem at all, we need to create a new system that will fight drug addiction to it's core. Also, we believe that the sale of cannabis should be control by the governement in order to ensure the good quality of the product sold. Provision; Article 1) Upon the passage of this bill, recreative use of cannabis shall become legal everywhere in Hutori Article 2) The ministry of Health and Social services shall be in charge of regulating the use and the trade of recreational cannabis Article 3) Upon the passage of this bill, a new parliamentarian commision shall be created under the name of ''Royal commision on drug addiction'', that will commision will have has it's main task to find solution to drug addiction all across Hutori Article 4.1) Upon the passage of this bill, a new state own corporation shall be created under the name ''Hutori cannabis''. Article 4.2) This Hutori Cannabis shall be responsible for the entirety of the sale of cannabis. Article 4.3: Hutori Cannabis shall be under the control of the ministry of Finance. |

Proposed: The government is entirely responsible for the controlled sales of recreational drugs through operating stores and other locations.
