We present this bill package to the Assembly after months of work by our study group. Please read the reasoning behind every proposal below: Article 1: Civil defense For decades, the Office of Defense has been responsible for providing civil defense in the case of an NBC-type attack. While its work has been commendable, the IFP prefers to leave this task to the provincial governments, who are better placed to detect holes in the civil defense network. A national Council of Civil Defense will allocate funds to the provinces and monitor their progress. Article 2: Curfew policy Our current laws allow the police to disperse rioting groups to protect public safety. The IFP wants more security for our citizens, and suggests giving provincial governments the authority to impose a curfew, but only when the national government has declared a state of emergency in that province. This will help the local police forces to deal with the situation. Article 3: Gambling Less related to the other five articles, but still important. For many gamblers, their first winnings are the start of a troublesome addiction. By limiting the betting amounts, we can prevent serious problems while still retaining the entertainment value of gambling. Casino buildings can be tranformed into theme parks or museums. Article 4: Identity cards Only the oldest Ikradonians remember the time when no identity cards were issued. The time has come to make carrying the cards mandatory. This will help the police to identify suspects and victims alike, and can help improve our crime solution rate. Article 5: Confidentiality of letters This article attempts to correct a mistake made years ago in the Assembly. When the right to privacy was limited with Habeas Data (the justice system can force individuals to provide crucial information), this law should have been changed in a similar way. Allowing criminals to use the postal services for organising their activities would be ridiculous. Article 6: Border security This policy has been changed a number of times in the last century. The IFP wants to return to more strict border controls, in order to prevent less trustworthy types of entering our country. This too will help lower the crime rate. The IFP is open to discussion, but we remind all other parties that the public safety of our citizens is at stake here. |
