We propose that alcoholic beverages could be sold by anyone, but consumed only by adults. Basically this will allow standard model of alcohol-in-the-grocery-store sale, but checkind the age of buyer is obligatory by store. |

Message | Thus opening the market for counterfieiting, selling drinks to underage persons, and other things that are checked under the licensing system. Don't say they would be checked, or such outlets would be closed, because that's licensing. |

Message | I agree, the licencing system is in place to make sure that only responsible shopkeepers sell alcohol. If you let the shopkeeper sell to anyone they _will_ sell to underage drinkers because they will have no responsibility under the law to do otherwise, and can make a lot of money in doing so. |
