"Minister 13 is the codename of a nefarious agent of the National Front fascist party that ruled Keymon from until 2187 and was powerful in the assembly for decades prior to that. Minister 13 was known to have been involved in the environmental ministry in the 50's and 60's and was removed from office during the upheaval in the mid-80's. He has been wanted for various crimes, including:

"* Environmental destruction of vast tracts of Keymon's forests
* Assassination of political rivals
* Selling plantation farmers into slavery
* Genocide of the plantation farmers of the North Slope
* Participation in the fascist regime of 2181

"Now that he has been captured, Minister 13 is being put on trial for crimes against nature, humanity, and Keymon, and for the murder of several political rivals, and specifically for his participation in instituting slavery and religious tyranny in 2181. As this is a special case involving high treason and the worst of crimes, he will be tried by the National Assembly to determine his innocence and guilt. Furthermore, Minister 13 committed his crimes when the death penalty was still legal. Our high court must determine whether the ban on the death penalty can be waived in this case.

MessageEvidence was presented today in the trial of Minister 13, including: photographs of Keymon's forests due to National Front industrial policies; bodies of protestors fired upon by the police; small-operation farmers being marched to the docks in chains to be sold into slavery; massive protests at the steps of the Legislative Assembly against the National Front regime, including a picture of a very young Algernon Phargle from 2185; pictures of Minister 13 at the assembly; pictures of street fighting between National Front thugs and protestors; photographs of men and women being arrested for their religious beliefs and then sold into slavery.

"It is clear that Minister 13 was involved at the highest level of the fascist National Front government," J.J. McCoy told the assembly. "If the assembly has no further questions, I move that we proceed to deliberation on guilt and innocence."

MessageThe two parties who were not here during minister 13's reign of terror, or the difficult period following his loss of power do not understand exactly what occured in this country. By all intelligence reports that have been handed to all party leaders, and the documents from that time distinctly show Minister 13 committed acts of crime and possible treason.
