"The Whatever-you-want-to-call-it alliance"

This is a military alliance giving guaranteed security to all member nations if they are attacked by another nation. The treaty in no way affects the sovereignty of the nations involved and only requires member states to provide military forces and resources if another member nation is attacked. Member nations are not called upon to attack non-member nations in support of a member nation, unless the alliance itself agrees unanimously to attack another nation.

Section 1 - Defence

Clause 1.1 The alliance seeks to defend the sovereignty and freedom of all member nations therefore all nations must deliver military assistance to any member nation that is attacked by a non-member.

Clause 1.2 Member nations called upon to defend another member nation reserve the right to not pursue the enemy beyond the borders of the member nation that came under attack, unless it is deemed by an unanimous alliance vote that this will ensure security rather than be a purely retalitory measure.

Section 2- Voting

Clause 2.1

The alliance is based around the vote of member states. Rather than complicate the system or run the risk of having an obselete and outdated treaty by setting a strict set of rules on foreign policy and engagement etc, everything is based around the policy of staying a member. Any nation may call for a vote at any time.

Clause 2.2

If a member nation has a particular problem with the foreign engagement or internal policy of a nation within the alliance that it believes makes that nation an unacceptable partner of the alliance they are free to call a vote on the expulsion (2.2a), suspension (2.2b) or official warning (2.2c) of another nation. The vote must have the approval of all other member nations - other than the nation accused.

2.2a - expulsion would result in the immediate termination of all ties between the remaining member nations and the former member nation, detailed within the alliance.
2.2b - suspension would result in the 'offending' member nation having all ties with the alliance severed until a opposition government (ie 50% of the seats in parliament are held by parties who were against the policy that resulted in the nation being suspended from the alliance) was in charge of the country at which point full membership status would be restored.
2.2c - an official warning would allow the 'offending' member nation time change the policy that resulted in their membership being called into question. During this period their membership status would not be effected.

Clause 2.3 Members can be expelled from the alliance for any reason, but rather than inflexible reasons being written into the alliance so that members find themselves contradicting them, the only 'rule' is the discretion of the other member nations and how they decide to cast their vote.

Clause 2.4 Entry by other nations into the alliance must have the full support of all existing member nations; in effect every nation having a veto, so as to ensure that co-operation between every nation in the alliance is not forced upon a nation.


Section 3 Attacking

Clause 3.1 Member nations who seek to attack another nation may do at anytime without any 'official' violation of the treaty, but as always the violation is measured by the vote of the other nations on the continued membership of the 'offending' nation.

Clause 3.2 Other nations are under no obligation to support aggressive action by another member nation against a third party unless it has been deemed by vote, that this is the approporiate action to take. The vote must be unanimous to force all member nations to invade another country. If the vote on invading another nation is split, this does not bar any members from engaging the third party in support of the 'aggressive' member nation.

Section 4 Contradictory Treaties and Alliance

Clause 4.1 Member nations are warned against joining another treaty or alliance that could or does violate the terms of the treaty. Direct or Indirect support of non-member nation(s) in aggression against another nation should not be tolerated, however such actions do not lead to instant dismissal but rather the membership of the 'offending' should be called into question.


Section 5 Use of Biological Weaponry

Clause 5.1 The alliance does not disallow any nation from building or using nuclear, biological or chemical weapons in warfare for any reason; again the approporiateness of theses actions being measured by the continued membership of a nation pursuring this course.

Clause 5.2 The use of a NBCs too close to a border with a member nation that causes significant damage to the population may be seen as an aggressive action but as always it does not lead to instant dismissal but rather, the continued membership of the 'offending' nation should be called into question.
