This bill will pass as soon as the required yes votes are in and all parties in the proposal have voted yes, or will be defeated if unsufficient votes are reached on the deadline.

| We propose a cabinet that will preserve the human rights and freedom the Luthorians have. We'd like to know your opinion on this program. We propose this program: -Preserve democratic rights and freedom -Create a legislation against racial discrimination -Nobility won't confer major rights anymore, but minor rights -Restrict the use of chemical and nuclear weapon by our army to only non-civilian areas -Students have to be educated until 18 years old. -Abolition of military service -Increase Health and Social Security Budget by 10 billions while decreasing our military budget. -Advertising of addictive substances will be allowed with strong warning messages -Euthanasia will stay illegal but not considered murder -Allow private companies to have positive discrimination -Police officers may only carry non-lethal weapons apart from specially trained firearms units. -Prisoners can do certain jobs in prison, voluntarily, for a small wage instead of compulsory work -Adultery will become legal -Stop encouraging nuclear power |

| Message | Mr speaker, Weakening the army would never be a good idea. It would just make the country vulnerable to invasions. Also allowing adultery would just be against the basis of marriage.
