Religion and religious beliefs should be a personal decision totally free from any government interference. People, especially children, should not be influenced by their educators on whether to make a religious observation or where, when, and how to do so. These decisions are best made individually and/or within the family setting. We ask this body to make a stand for religious freedom so that people may freely choose who, what, when, and where to worship.

There is no need to completely ban prayers. Even if you are not religious it is good manners to pray whenever something awful has happened. And if you wish not to pray you can not participate. But banning is just a bit too much

Our friends are deliberately being deceitful when they suggest this bill would, to quote, "completely ban prayers." This bill bans, very specifically, "teacher led- prayers in schools" and makes an exception for religious schools. Students are free to pray on their own, of their own volition, in a way they are comfortable, to a God they a comfortable praying to, or choose not to pray at all.

A statement from Chancellor Sybill Johnson, Education Secretary:

"We have been keeping a close eye on the legislation in the Imperial Diet that would prohibit teacher led prayer in school. This was a top priority for us and something we were hoping to accomplish in this legislative session. It is our firm belief that public schools are not the place for religious indoctrination. That taxpayers should not have their dollars spent to have teachers lead their children in prayers to a God, Goddess, or multiple deities they do not believe in or pray to. Unfortunately, it has become obvious that the bill will not pass. That is why today I am announcing formally that as Education Secretary, an office invested with the authority to manage school infrastructure, we will be withholding all funds from publicly financed schools that allow the practice of teacher led prayer. As long as I am Education Secretary, no tax dollars will be sent to a public school where teachers are leading prayer. We will be exploring options for what to do with the funds that otherwise would go to schools that continue to permit teacher led prayers. They will either be deposited back into the treasury, dispersed evenly among other public schools, or used to send underprivileged children to a private school. "

Teacher-led prayers do not mean that students can't choose to not pray at all. Also, parents can choose in which school they place their children. That means that if they do not agree with teacher-led prayers, they can place their children in other schools. The right to pray is also important to us.
We disagree with the decision of the Education Secretary. We propose to pass a law that leaves the decision to the schools themselves and in exchange your department will stop withholding the funds from publicly financed schools that allow the practice of teacher led prayer. There is no majority here for the prohibition of teacher-led prayers and hope that it won't make this cabinet fall.
