Whereas the quality of a Dolgarian citizen’s educational opportunities and means of advancement via institutions of higher learning are best determined by that person within the context of his/her local community, According to the guidelines of an education bill originally submitted by Dr. Pietro Storico (Professor of Education and Dean of Kingston University) and sponsored by Casa delle Libertà, We, the Senate of Dolgaria, do hereby place the initiative for development and the responsibility for funding all institutions of higher education in the hands of local governments throughout our noble nation. |

Message | Senator Simone Vestiti addressed the Senate, “This bill will enhance the quality of our centers of higher learning by allowing local boards more discretion in educational funding and academic programming priorities. Regional and local university and trade school boards will be better suited to cooperate with primary and preparatory schools than one centralized national board. Increased local autonomy and collaboration will position institutions of higher learning to better serve and meet the needs of students throughout their academic life-cycle, from preschool to technical training to postgraduate studies.” “While the new system will take away powers such as Imperial appointment and national budgetary oversight, devolving these responsibilities to local governing boards will eliminate micromanagement from the highest levels of national government. Instead, the students, faculty, families, and voters nearest to our institutions of higher learning will take upon themselves the initiative to administer the education of Dolgaria’s greatest resource……our children.” |
