While we have been pushing the policy of collective security through treaties with nearby nations, the PSS has been re-evaluating our position on this area of arms reductions.
We feel that to be a valued member of this collective, we must have something to value to bring to it.
In light of this consideration, we propose the following -

We would hapilly support the first and third articles, but will either have to oppose because of article two... or agree, and then push opposition to article two to the floor separately... with the risk that we might not be able to pass it...

MessageAM RLP is in exactally the opposite position, we have moderate opposition to Articel 1, strong opposition to Article 3, but are very much in favor of article 2. In balance, we will probably support this.
