The current situation of the parliamentary laws or conventions as well as the parliamentary processes is often unclear because there is no existing written constitution that contains laws, regulates the processes and thus also insures democracy in parliament. It is clear that a written constitution of the Republic of Luthori is necessary and should be written on. This draft law is intended to guarantee the creation of the constitution and the laws. (OOC: the constitution will be on the Particracy Fandom Wiki page that everyone can edit it if necessary and that it is visible to player) The rules of the constitution: -All laws that will be enshrined in the constitution must always be elected in parliament. Every constitutional law needs the support of 2/3 of the parliament, otherwise the proposed law will not be accepted. Each law must contain the description RP (role play) in the name. - Each party has a duty to abide by the rules and unconstitutional behavior to ignore and to declare them invalid. Sanctions can be taken. |

Message | Mr Speaker, Of course, there is already a basic constitution, but a constitution where parliamentary processes and procedures are regulated and resolutions are written down does not exist. Where is it written that, for example, there is a youth parliament, how local governments work, what the opposition leader and the opposition can do or not, how referendums, state emergencies or no-confidence vote work, etc. All these points are important but are not written down or doesn't exist, that must change. Many other states have this too, like Mordusia for example. We will propose new parliamentary laws that regulates the processes in parliament and a new New parliamentary constitution is for this necessary. |
