This proposal is intended to provide constitutional regulation of the election process of the Speaker as well as his office

- The Speaker will be nominated by the biggest governing party
- If the governing parties don't nominate any candidate then the largest oppostition party (in fact all opposition parties but it is convetionel to leave it to the largest opposition party) is allowed to nominate a candidate, this candidate must be elected by the parliament
