Current: The death penalty is illegal and is never to be applied. Proposed: The death penalty is not applied, except for terrorism, treason and crimes against mankind. |

Message | Presiding Officer, I am introducing this proposal to the floor however I will move this straight to a vote without floor debate due to the timely manner that this legislative change must take place. I have submitted to your clerk the signatures of 630 Peers which does constitute over 1/3 of the peers in this chamber which will allow me to wave debate and proceed to the vote.
