I am introducing this proposal to the floor however I will move this straight to a vote without floor debate due to the timely manner that this legislative change must take place. I have submitted to your clerk the signatures of 630 Peers which does constitute over 1/3 of the peers in this chamber which will allow me to wave debate and proceed to the vote. To my fellow peers, I would like to assure you that this will be a rare use of this procedure and is only being used today due to the extenuating circumstances of the impending trial of Julian Garcia and his accomplices.
