Back in 4746, the BRP opened a discussion in this Bill - http://classic.particracy.net/viewbill.php?billid=620964
It was deliberately voted upon - with no actual proposal included - specifically in order to keep it in the archives for such a moment as this.

Some years ago, the BRP, when in power, embarked on a treaty rationalisation exercise as it established that it had ratified multiple treaties but with unnecessary duplication between them.

In the case of treaties relating to Diplomatic Relations it was deemed appropriate to adhere to the Selucian Official Diplomatic Treaty to which we still belong and to which the above archive refers.

The BRP proposes to withdraw from The Kanjor Official Diplomatic Treaty on the following basis:

1. The contents of the Kanjor treaty are IDENTICAL to that of the Selucian one.

2. All ratifying members of the Kanjor treaty are members of the Selucian one - except for the following:
There were four nations who had ratified the former but not eh latter - but the BRP has persuaded two of those four to sign up to the Selucian one.
One of the remaining two has expressed their intention to sign up to the Selucian one whenever there is a 2/3 majority in favour
The final one has an absolute majority in their nation, and therefore has every opportunity to sign up to the Selucian one should they wish to do so.

3. Membership of either of these treaties means that the same internationally-accepted diplomatic relations can be enjoyed with ALL members.
There was confusion about this when Beluzia signed up to the Kanjor treaty, as there were some who believed the agreement was with the single nation only.
That was the purpose of the archived referred to at the beginning - we subsequently seemed to establish that that belief was wrong - yet we did not withdraw from the treaty as a result.

The BRP recommends that we do withdraw forthwith. It is important to review our treaties regularly.
When the BRP first came to power, there were dozens of them, and we were found to be in breach of at least one of them.
The simpler and more rationalised our list of treaties, the easier it is to review them.

MessageThankfully, in nine months of debate there has been no suggestion of resistance to this proposal, so the BRP is hopeful that we can pass this Bill and remove the unnecessary duplication of treaties.

As stated in the Bill's description, there are now only two nations who have ratified the Kanjor treaty but not the Selucian one. One of these fully intends to ratify the Selucian one and the BRP will continue to prompt the remaining one from time to time, though it appears they may not be interested in this matter at all anyway.
