| We propose the establishment of the Luthorian Guard (1) The Luthorian Guard shall be lead by the Ministry of Defence under the supervision of the Head of Government. (1.1) The Power of leading and supervising the Luthorian Guard can be temporarily transferred in the case of inability to do it. (2) The Luthorian Guard shall consist on volunteers and willing appointees. No one can be forced to join The Luthorian guard. (2.1) The minister of Defence. Head of Government, or the diet by a majority vote can appoint willing participants to positions of command and give them power needed for commanding in the Luthorian Guard. (2.2) The ministry of Defence and the Head of Government have the right to remove misbehaving individuals from The Luthorian Guard (3) The Luthorian Guard shall be given 3% of the military spending of Luthori to be spent on non-lethal weaponry. (4) The Luthorian Guard's main objective is protect politicians of the Government and members of the cabinet against attacks. (4.1) At any time, the ministry of Defence or the Head of Government may give The Luthorian Guard additional objectives and missions. |
