| The Ministry of Finance would like to propose the creation of a National Bank for Agriculture and Rural Development. The following articles describe the roles of the bank. Article1: The National Bank may provide by way of refinancing, loans, and advances, repayable on-demand or on the expiry of fixed periods not exceeding eighteen months: (i) agricultural operations or the marketing of crops (ii) the marketing and distribution of inputs necessary for agriculture or rural development (iii) any other activity for the promotion of or in the field of agriculture or rural development (iv) bona fide commercial or trade transactions (v) the production or marketing activities of artisans Article 2: The National Bank would provide loans to farmers and rural businessmen below the poverty line with a 3% of interest rate after one year of the loan sanctioned. Article 3: The National bank may provide technical, legal, financial, marketing, and administrative assistance to any person engaged in agriculture and rural development activities. Article 4: The National Bank may provide facilities for training, for the dissemination of information and the promotion of research including the undertaking of studies, researches, techno-economic and other surveys in the field of rural banking, agriculture and rural development |
