Whereas current regulations limit consumers ability to purchase and use tobacco products,

This legislature hereby eliminates all regulations on the sale of tobacco,

And furthermore, legalizes smoking everywhere while recognizing the discretion of landowners as the ultimate governors regarding limits of smoking on their private property.
