| Understanding that the relationship with the Mashacara people are one of the most important to the Federal Government, and understandin that we hold binding treaties similar to the relationship between Hutori and other sovereign states the Federal Government enacts the following 1. The Department of Mashacara Affairs is renamed the Department of Mashacara Relations 2.) The Department of Mashacara Relations will be made a full Cabinet level post headed by a Minister of the Crown. 3.) The Department of Mashacara Relations Primary Mandate will be the upholding of the Relationship between the Crown and the 10 Nations of the Mashacara within the Commonwealth of Hutori. 4.) The Mashacara Federal Transfer Program will be moved from the Department of Internal Affairs to the Department of Mashacara Relations. 5.) Further Budgetary matters, regarding staff, infrastructure and structure will be decided internally by the Department of Mashacara Relations upon it's establishment with Ministry of Finance approval. OOC: For sake of logistics the Department of Mashacara Relations will be appointed in the Cabinet Proposal as a Role Play measure, no different then when a Deputy Prime Minister is declared. The money from the Department of Internal Affairs that pays for the Mashacara Transfer Payment will be handled under the Department of Foreign Affairs. |
