| OOC: I've been thinking about this idea for some time. I'd like to create a real constitution to regulate the game and it's more than just a temporary Republic of Valruzia that everyone will forget anyway. I would like it to be a document from a section (which will be separate chapters voted on in-game bills) which will regulate the game so as to avoid a situation where one player's work is being levelled out as soon as a new game appears and he gets most of it. We can set up new regulations and create structures that will be taken over by the opposition parties while at the same time the player who controls the biggest party will not be able to perform these functions while controlling the government (it would look like this example: Let's say that party A controls the government; there is a constitutional provision about the Supreme Chamber of Control; when party B is present, which is in opposition to party A, the player who controls party B will be the head of the Supreme Chamber of Control, which may have certain rights). |

| Message | It is crazy idea but constitution can be made but i think Opposition Parties so the Rulling Party should have similiar vote in creating the constitution it shall be based on ideas of both Parties not only one. |
