Upon passage of this bill, the nation will be known as "Union of Sovereign Nationalist Republics". Keeping in mind http://classic.particracy.net/viewbill.php?billid=627051 , the Communes will reserve their rights to exist.
Each Republic will have the right for a Minister-President, who will be appointed by the largest fraction of that specific Republic.
Each Republic will consist of several districts. The cities as we know now will each form a district with the surrounding towns. Each district will obey the Republic, each Republic will obey the Union.
