(This bill was proposed by the minister of Health and Social Serivces Sarah Prentice)
The severe problem of homelesnes that praticly all large hutorian cities face have been ignore by the senate for way too long. With the help and support of my ministerial colleague in the cabinet, my team and I have prepared a plan to fight the widespread problem of homelesness. To this, we have decided to create a new program that we would fuse with pre-existing program call the ''Office of Rehabilitation and Social Reintegration to the Homeless'' (ORSRH fro short). Since the most important aspect of fighting poverty is flexibility, we have decided to give to this organisation not a strickt set of order. Rather, we will give to this organisaiton a ''Chart of Principales'' that shall guide it's action.

ORGANISATION OF THE ORSRH

-The ORSRH shall receive 1 billion Lira annualy to pay for the cost of it's operations.
(the OSRSRH shall only start receiving this fund after the passage of the next Budget Proposal)
-The ORSRH shall be administered by an executive President, two executive Vice-Presicent and a executive board compose of 17 members (including the President and the two Vice President). All of them shall be appointed by the minister of Health and Social Services.

CHART OF PRINCIPLES

Principle 1) This organisation shall always have as it's main goal the permenent end of Homelessness.
Principle 2) This organisation shall aim to achieve it's goal by doing everything it can to rehabilitate and reintegrate homeless individual into society.
Principle 3) This organisation shall always keep the value of compassion at the center of all it's decision and actions.
Principle 4) All people who will work in the organisaiton shall swear to never judge the people people that they are bond to help for their past. They shall aim to understand and forgive the people they help and work with them to give them a better futur.
Principle 5)This organisation shall collaborate with similar local organisation may they be provincial, municipal or private. This organisation shall never aim at replacing these organisations, it should rather aim at being an addition to them.
Principale 6) The goal of this organisaiton shall be more important than it's reputation.
Principale 7) This organisation shall always remember that it's main role is to make Hutori a better place to live for everyone.
Principale 8) This organisation shall understand that each individual they help have different situations that require different needs. This organisation shall do it's best to adapt and find the best course of action considering the unique needs and situations.

I think this bill is extremely important as it addresses the problem of homelessness, which can lead to serious problems for the homeless, such as mental health problems. We need to protect everyone in Hutori and I think all members should act in cross-party spirit to support this brilliant proposal.
