| Whereas the title “Emperor” discriminates against female administrators elected to the office of Dolgarian Imperial Head of State, And whereas the title “Legate” is a gender neutral, classical designation that better reflects Dolgarian heritage and the true nature of the authority of said office as an executive representative of the people of Dolgaria, The Imperial Senate hereby expunges the title “Emperor,” and in its place, assigns the title “Legate” to the office of duly elected Dolgarian Head of State. |

| Message | Honorable Senators, We favor the change to Legate because it was indeed the title given to the regional administrators who represented the Emperor’s rule during the days of the Dolgarian Monarchy. Today the people of Dolgaria rule the land. The Head of State is their executive representative who administers our great democracy.
