Article 1) NECF
1.1 This Act creates the National Electoral Campaign Fund (NECF) which will grant public funding to federal political parties based on the number of electoral districts they have fielded a candidate in and to local candidates based on riding size, population and economic situation.
1.2 A federal political party will be eligible to receive NECF funding if they fit the following requirements:
1.2.1 The political party registers and is approved by the Federal Elections Commission.
1.2.2 The political party fields candidates in 15% of federal electoral districts.
1.3 The amount of NECF funding will be determined by the Federal Elections Commission based on Article 1.1 of this bill.
1.4 The NECF funding will be granted once the candidate is approved to run by the Federal Elections Commission..

Article 2) Spending and Donation Regulations
2.1 All NECF funding must only be spent on campaign-related expenditures such as posters, ads, merchandise, etc. or on campaing-related work expenditures such as travel, food, supplies, etc.
2.2 NECF funding expenses will be reviewed during the election period on a weekly basis and after the election has taken place by a committee named the Federal Elections Spending and Donations Oversight Committee (FESDOC) comprising of 9 independent judges who will have the authority to request for investigation any additional documents that might be considered important by the committee for the purposes of the investigation.
2.2.1 If the FESDOC believes that a political party has not respected Article 2.1 of this Act, they have the power to fine the candidate or political party an amount not exceeding 10,000 HLR for candidates and 100,000 HLR for parties or, if the fine exceeds the total NECF funding the political party/candidate has received or if the FESDOC determines the violation to be severe enough, to ban a political party from running in the current election and to pay back the sum total of NECF funding received.
2.3 Political parties may be allowed to receive up to 1,625 HLR in donations per private citizen of Hutori per electoral period.
2.4 Political parties may not take any donations from private corporations and businesses, foreign powers, or foreign citizens.
2.5 The FESDOC will be allowed to investigate any suspicious donations for violations of Articles 2.4 and 2.5 and fine political parties an amount equal to twice the size of the offending donations if they are found to have breached Articles 2.4 and 2.5.
