MessageMr. Speaker,

Hutori has been running a surplus for decades now. Though it is important to keep our finances balanced, we have the budget to invest more in areas that desperately need more funding. We suggest we use that surplus to invest in our healthcare system, invest more in the Department of Industry and the State Corporations, and our green energy and industry.

MessageMr.Speaker,

We promise that we will not increase taxes on the Hutorian people due to this bill. This bill is only taking advantage of the preexisting surplus we have and we do not need to increase taxes on the people to support it. To address the Popular Party's concerns, we will not be able to afford both this proposal and an increase in funding for the Food and Agriculture budget with the surplus we currently have.
