Article 1: A Civil War may only begin if one party or a coalition of parties achieves over 33% of the seats in the National Assembly. If a party or coalition has less than 33% of the seats in the national assembly but is the owner of the HOS or HOG, the Civil War may still continue so long as the parties continue to hold either of those offices. However, a party or coalition of parties that do not have the HOS or HOG offices cannot declare a Civil War. If they do, the RP will note it as a small-time revolt but not a Civil War. Article 2: The Civil War ends the moment one side drops below 33% or loses the HOS or HOG offices or if the war is resolved through other diplomatic means. Article 3: While under a monarchy, the HOS will, for RP purposes, be the party that controls the elected office representing the monarch. Article 4: Any party to a Civil War may request and receive assistance from a foreign power. However, the war will only resolve itself through the electoral game mechanics or by other diplomatic means between the parties. Article 5: After a Civil War has resolved itself, parties must wait 4 years to start a new Civil War. |
