MessageWhy have to drive or walk to a shelter when people could go to the nearest building? Riots and traffic jams will happen if everyone goes to a shelter.

MessageNot with organised planning and drills, think of the cost of constructing a building (especially small shops, houses and facilities) if it needs to have a bomb shelter and enough supplies for a bombing.

Besides if there weren't any planning at all, traffic jams and riots would occur anyways with more people rushing towards one building than another, meaning that some shelters would be overcrowded and others just plain empty and a waste.

Now with a network of shelters is placed in pre-planned strategic locations, planning is easier as each citizen can be directed to a shelter rather than everybody running into the nearest shelter (Think about crowded downtown Abu-Yaqub if everybody ran into the nearest building they will not be enough).

In addition, requiring all buildings to have a shelter also makes new construction of buildings (Small buildings especially) more difficult and expensive and by switching to a more centralised system we can allow supply to catch up with demand
