Although the full subsidy of tuition is indeed a humanitarian action, a government sadly cannot afford it, not without neglecting other aspects of the education system. Furthermore the complete dependace on the government is found to be most unwelcome by some. Therefore we suggest a comprimise transformng dependance into cooperation between students and government |
