| WHEREAS it is recognised that the indigenous peoples of Hutori, herein referred to as "the Mashacara", were the first inhabitants of the territory known as modern day Hutori and that lacks of "discovery" by Luthorian and other extra-regional colonialists are thus cast down as false. AND WHEREAS it is recognised that prior to the arrival of Artanian colonialists, the Mashacara nations exercised a unique social, political and economic structure which remains at odds with the structures of current social, political and economic order of Hutori. AND WHEREAS modern society is cognizant of the impact Artanian colonialists and changed order which followed their arrival had on the lives and livelihood of the indigenous population, where acts such as slavery, indentureship and and re-classification have all attributed to the demise of the indigenous population for generations to come, The Government of the Commonwealth of Hutori, hereby recognise and legally codify the following mandates in favour of the Mashacara Nations of Falristan: 1. RESERVES AND AUTONOMY 1(1) There shall be territories, places and lots of land established as "Reserves" or "Reservations", herein established underneath this Act for the purpose of use by the Mashacara Nations of Falristan, which shall be protected as an autonomous domain of the monarchy. (2). Subject to this act, reserves or reservations may be used for the purposes of the administration of the affairs of the Maschacara people residing within them, burial, economic development, housing, education and/or any other purpose as the Minister or the body representing the collective interests of the Mashacaran peoples residing within a reserve may define. |
