| This bill seeks to rearm Hutori with nuclear capabilities and provide for their use. Article 1) Nuclear Deterrent shall be the only reason for the continued maintenance of this arsenal. In the event of complete nuclear disarmament of all of Terra Hutori shall also comply. Article 2) Nuclear Weapons may only be used in a retaliatory nature in response to WMD attacks. They may not be used in offensive maneuvers. Article 3) Master Codes henceforth referred to as the Golden Codes shall be given to the President upon his or her inauguration. In the absence of the Executive a two-man rule shall be implemented among the President's cabinet and ranking military officials. |
