| The following will take effect: The nation shall be renamed: Federace Deltarska (Deltaria) ๐๐ฟ๐๐ถ๐ฐ๐น๐ฒ ๐ญ -The new nation shall abolish the SRSR and its constituent states and form the Deltarian Federation -The new Federation will be comprised of 3 states and 2 republics as well as a federal quarter in Cachtice housing all ministries -The States will have their own elected governor, legislature, executive and local judiciary. They may legislate their own affairs except for Foreign policy, financial and currency policy, military policy. Federal law holds legal basis in these states and federal agencies may enforce it but states may opt not to enforce federal laws themselves. -The Republics will get their own executive, legislature, completely seperate judicial system, police forces, constitution etc. Federal law does not apply here and may not be enforced by the federal government. The federal government does keep its authority over military, monetary and foreign policy for the republics. -The Federation will officially be classified as a: Federal Presidential Constitutional Republic. ๐๐ฟ๐๐ถ๐ฐ๐น๐ฒ ๐ฎ -The President of the Deltarian Federation is the Head of Government and State of the Deltarian Federation -The President of the Deltarian Federation is elected every 4 years through a popular vote election. A candidate must have over 50% of the vote, if not reached in the first round a second round may be called. -The President of the Deltarian Federation has the responsibility to lead the Council of Ministers, to appoint the council of ministers subject to Assembly approval, to appoint federal judges subject to assembly approval, to lead the Armed Forces and to serve as the prime executive decisionmaker within the Federation government. -The President of the Deltarian Federation has the right to veto legislation passed by parliament, this veto may be overruled if the legislation was passed by a 2/3rd majority. -The President of the Deltarian Federation has the right to draft executive orders, which will have legal basis but may be overturned by the president or his/her successor at any time and may not challenge the constitution or existing judicial precedent. -The President of the Deltarian Federation has the right to declare war with Assembly approval ๐๐ฟ๐๐ถ๐ฐ๐น๐ฒ ๐ฏ -The Federal Parliament is the bicameral parliament of the Deltarian Federation, being democratically elected every 4 years and consisting of the Federal Assembly (lower house) and State Council (upper house) -The Federal Assembly is elected through FPTP with the federation divided into 520 constituencies each electing one Assemblymen. -The Federal Assembly is the Prime legislative body, being responsible for drafting, ammending, passing or rejecting legislation, former committees to handle specific tasks or issue investigations, approve presidential nominees. -The State Council is a 50 member body, with each state and republic electing 10 members through a FPTP system every 4 years. -The State Council does not have the right to draft legislation but does hold the right to pass or reject legislation passed by the Assembly, vote on constitutional ammendments and launch parliamentary investigations. The State Council also leads the budgetary process, proposing a budget to the Federal Assembly after consultation with the Federal Ministry of Finance. ๐๐ฟ๐๐ถ๐ฐ๐น๐ฒ ๐ฐ "๐๐น๐ฒ๐ฐ๐๐ถ๐ผ๐ป๐" -Elections are to be held every 4 years, with no exceptions -Early elections may be called, but only with a majority in the Federal Assembly. -Elections on a local level are held every 3 to 5 years (3 for municipalities). -Municipal elections only elect a city council through party-list proportional representation. A mayor is elected directly by FPTP ๐๐ฟ๐๐ถ๐ฐ๐น๐ฒ ๐ฑ -The Military, represented by the Military Command Staff, hereby pledges not to ever intervene in the democratic process again. -The Military, represented by the Military Command Staff, hereby pledges to remove its political ties and swear a pledge to the Federation. -The Federation, represented by the Federal Government, hereby pledges to keep the military as a high priority and provide adequate funding for its operation and development. ๐ ๐๐ก๐๐๐ง๐ข๐ฅ๐ฌ ๐ฅ๐ฃ ๐๐๐ช ๐ฃ๐ฅ๐ข๐ฉ๐๐ฆ๐๐ข๐ก๐ฆ OOC: -A two party system will be created consisting of the Federรกlnรญ demokratickรก strana (Federal Democratic Party) and the Republikรกnskรก lidovรก strana (Republican People's Party). The FDS will be a left leaning party, the RLS will be a right leaning one. -Players must play in either party as factions, using the name template: "Federรกlnรญ Demokratickรก Strana - (Insert Faction Name)" -The official colours of these parties will be green for the FDS and red for the RLS, players may pick a colour that fits their faction however. ๐ก๐ข๐ก ๐ ๐๐ก๐๐๐ง๐ข๐ฅ๐ฌ ๐ฅ๐ฃ ๐๐๐ช ๐ฃ๐ฅ๐ข๐ฉ๐๐ฆ๐๐ข๐ก๐ฆ -Players are encouraged to support a common candidate for their party in the presidential election each election to promote the two party roleplay -Players are encouraged to work together with their fellow factions in RP as if they were in a two party system to encourage roleplay. (This RP law can be repealed by a simple majority of votes, the non mandatory parts of the law remain non mandatory even with the RP law in effect) |
