Luthori's culture, though this has often been overlooked, is Victorian English, and character names should reflect this. While there is in many places overlap with modern English names, a list of the most common Victorian names can be found here for your benefit: https://web.archive.org/web/20210809083542/https://www.britishbabynames.com/blog/2017/05/top-200-most-popular-names-in-england-and-wales-in-1850.html.

Luthori has had different rulers to RL England, of course, so you might want to consider using some of their names: Eowin, Ostaff, Maximilian, Rainard, Seymund, or Randulf. There haven't been so many empresses, but for women consider Elswith (r. 4973-5036) or, after her mother the empress consort, Willelmina.

In addition, there is a more outright Germanic element to Luthori. Consider using Anglish (English without Romance influence) names, which you can find here: https://rootsenglish.miraheze.org/wiki/Anglish_Given_Names.

For surnames, check out this site for Victorian ones: https://britishsurnames.co.uk/1881census. You can click on the counties, and the districts beneath them, for more surnames. You also might want to consider using https://www.openstreetmap.org/: zoom in until you get to villages, and use one of those names for a surname - we all know Cambridge and Birmingham, but not Heslerton.
