MessageMr/Mme Speaker,
as we have always done for some time, our party invites our colleagues to reflect on the fact that not all work done by minors should be classified as child labor to be eliminated. The participation of children or adolescents in jobs that do not affect their health and personal development or that do not interfere with their school education is generally considered something positive. This includes activities such as helping parents at home, helping parents with their jobs, assisting in running a family business, or earning pocket money outside of school hours and during school holidays. This type of activity contributes to the development of children and the well-being of their families; they equip them with skills and experience and help prepare them to be productive members of society for adult life.

With our UERT (http://classic.particracy.net/viewbill.php?billid=653790) we have clearly established that we banned all these jobs that:
expose minors to physical, psychological or sexual abuse;
are mentally, physically, socially or morally dangerous and harmful to children;
interferes with minors education by depriving them of the opportunity to attend school, by forcing them to drop out of school prematurely, or by requiring them to try to reconcile school attendance with too long and hard work.
are carried out underground, underwater, at dangerous heights and in confined spaces;
are carried out through the use of machinery, equipment and tools that are dangerous or that involve the handling or transport of heavy loads;
are carried out in an unhealthy environment such as to expose minors, for example, to dangerous substances, agents or processes or to temperatures, noises or vibrations that are detrimental to health;
are carried out in particularly difficult conditions, for example with long hours, at night or jobs that force the minor to remain unjustifiably at the employer's premises.

Doing this at the same time we allowed and regulated all these jobs that doesn't infringe minors rights and indeed are seen as positive for them and family. Passing this law you are outlawing, for example, the possibility for a teenager during summer holidays to gain some money doing jobs that we all did, like delivering with their bikes newspaper, helping parents in their family shop, working as watiers for some hours a day, etc... as well as we will left entire sectors like theater, cinema, advertising, and so on without children, going to eliminate and limit also the opportunity for those boys and girls to have a future carer as actors or models or singers, etc... jobs that doesn't harm at all minors.

    Random fact: Any RP law granting extraordinary "emergency powers" or dictator-like powers to a government must be passed by at least a 2/3rds majority, but (like all RP laws) may always be overturned by a simple majority vote of the legislature.
