Our nation has suffered numerous indignities over the past few years. The restoration of a dictatorial monarchy with the open support of the treasonous Aurorian Patriarchal Church and its descent into an even more brutal tyranny under the so-called Orderist Empire are tragedies that our ancestors would not have forseen. We believe that at the root of this issue lies the rise of populism and partisanship, which diverted the common people from pursuing the common good and made them follow demagogues and would-be tyrants. In order to remedy that problem we propose the restoration of Selucia's demarchy.

π€π«π­π’πœπ₯𝐞 𝐈. The Augustinian-Cottian Law on the People’s Assembly and the People's Tribunate (http://classic.particracy.net/viewbill.php?billid=632920) and the Vibian Law on Magistrates (http://classic.particracy.net/viewbill.php?billid=630033) are repealed.

π€π«π­π’πœπ₯𝐞 𝐈𝐈. The legislative of Selucia shall be known as the Concilium Plebis (Council of the Plebs), and its members shall be appointed by random sortition from among those who served as Decuriones, Aediles, Quaestores, or members of the Concilia at the municipal level during the previous session of the Council of the Plebs, as determined by the Tiburtian Law on Local Government (http://classic.particracy.net/viewbill.php?billid=582828). The Council of the Plebs will have the sole right to pass or reject legislation, and it will possess the right to initiate legislation.

π€π«π­π’πœπ₯𝐞 𝐈𝐈𝐈. Members of the Council of the Plebs shall be known as Quirites (s.g. Quiris). Quirites shall serve for a single non-renewable term. Quirites have the right to speak on the floor and to initiate legislation.

π€π«π­π’πœπ₯𝐞 πˆπ•. The Council of the Plebs can be convened by any of the executive magistrates or officers of the Republic.

π€π«π­π’πœπ₯𝐞 𝐕. The convening magistrate shall act as the speaker of the Council of the Plebs, and shall have the power to invite persons to initiate legislation, moderate debate, determine the time allocated for each person wishing to speak on the floor, and discipline Quirites who violate parliamentary procedure.

π€π«π­π’πœπ₯𝐞 π•πˆ. Quirites may not hold any other political office during their mandate, except for that of Tribune or Aedile if elected.

π€π«π­π’πœπ₯𝐞 π•πˆπˆ. At the completion of their term in office Quirites may be audited for potential corruption and violations of the Republic's laws by the Tribunate of the Plebs.

π€π«π­π’πœπ₯𝐞 π•πˆπˆπˆ. Executive power shall be vested in the Tribunate of the Plebs. The Tribunate shall preside over the administration of the state.

π€π«π­π’πœπ₯𝐞 πˆπ—. The Tribunate of the Plebs is formed, consisting of one Tribune of the Plebs and twelve Plebeian Aediles. (OOC: the HoG and the 12 Ministers). The Tribunate of the Plebs shall be elected by the Council of the Plebs.

π€π«π­π’πœπ₯𝐞 𝐗. The Tribune of the Plebs will enjoy the following powers:

a. presiding over the executive;

b. presiding over regular meetings of the Senate, and convening and presiding over the legislative;

c. introducing legislative proposals;

d. overturning acts of the Plebeian Aediles;

f. possessing the π˜ͺ𝘢𝘴 π˜ͺ𝘯𝘡𝘦𝘳𝘀𝘦𝘴𝘴π˜ͺ𝘰𝘯π˜ͺ𝘴.

π€π«π­π’πœπ₯𝐞 π—πˆ. The Tribune of the Plebs shall possess the π˜ͺ𝘢𝘴 π˜ͺ𝘯𝘡𝘦𝘳𝘀𝘦𝘴𝘴π˜ͺ𝘰𝘯π˜ͺ𝘴, the power to intercede on behalf of the People against the magistrates of the Republic. The Tribune shall have the power to unilaterally veto any action or act by any magistrate or by the Senate, including senatus consulta. Any citizen has the right to appeal to the Tribunes for protection against acts by national or provincial executive magistrates that violate their fundamental rights and freedoms. Only the affected citizen may do so, and only after they have exhausted judicial appeals. As he or she embodies the sovereignty of the People the Tribune of the Plebs enjoys sovereign immunity and is sacred and inviolable; no magistrate may veto the actions of the Tribune and the Tribune is not answerable for his or her actions.

OOC: This is a constitutional RP Law, as governed by Section 6 article 5 of the Game Rules (http://forum.particracy.net/viewtopic.php?f=5&t=8088). This bill establishes the "Council of the Plebs" as the legislative of Selucia, and calls its members "Quirites" (an archaic word for Roman citizens).

This law will RP the legislative as being elected by lottery from those who served on the municipal governments, themselves randomly elected from the population. It also establishes that members of the government act as the presiding officers of the legislative. Since the members of the legislative are randomly selected from the population, most will most likely not be members of a political party.

The law also renames the HoG to "Tribune of the Plebs" and the ministers as "Plebeian Aediles".
