Vibian Law on Magistrates A law to restore the traditional Republican form of government of Selucia and return the principles of separation of powers, collegiality, and democratic accountability implemented by our forefathers. With the passing of this bill the following proposals are implemented: Article I. The executive power in the Selucian Republic shall belong to the executive magistrates, namely Consuls, Praetors, Aediles, Quaestors, and Procurators. Article II. Consuls, Praetors, and Aediles shall be considered Curule magistrates, and shall have the right to a Curule Seat and to be addressed as 'His/Her Excellency". Article III. Executive power shall be vested in the Consuls. The Consuls shall preside over the administration of the state and serve as the commanders-in-chief of the Armed Forces of Selucia. Article IV. There shall be two Consuls at any time. If a Consul resigns or is otherwise incapacitated while in office, both shall be replaced. Article V. The powers of the Consuls include: a. holding imperium consulare and thus acting as the commanders-in-chief of the armed forces; b. presiding over the executive; c. presiding over regular meetings of the Senate (http://classic.particracy.net/viewbill.php?billid=630030), and convening and presiding over the legislative; d. introducing legislative proposals; e. overturning acts of lower magistrates and of each other; f. being escorted by twelve lictors each. Article VI. The Consuls shall be elected by the People's Assembly (http://classic.particracy.net/viewbill.php?billid=630034) and shall answer to it. Article VII. Below the Consuls executive power shall be exercised by two Praetors (s.g. Praetor/Praetrix). The Praetors shall oversee the administration of justice and foreign affairs. The Praetor Civilis shall be the equivalent of a Minister of Justice and shall head the Ministry of Justice. The Praetor Peregrinus shall be equivalent of a Minister of Foreign Affairs. Praetors shall possess imperium and can command Armed Forces, below the command of the Consuls. The Praetors can overturn the actions of lower magistrates, and shall be escorted by six lictors each. Article VIII. Below the Praetors there shall be four Aediles. The Aediles do not possess imperium and do not have the right to lictors. Aediles shall oversee public finances and administration. The following Aediles shall be elected by the People's Assembly: Aedile of Finance, Aedile of Internal Affairs, Aedile of Infrastructure and Transport, and Aedile of Trade and Industry. Article IX. Below the Aediles there shall be six Quaestors (s.g. Quaestor/Quaestrix). The Quaestors do not possess imperium and do not have the right to lictors. The Quaestors shall assist the higher magistrates in the administration of the Republic. The six Quaestors are the following: Quaestor of Defence, Quaestor of Health and Social Services, Quaestor of Education and Culture, Quaestor of Science and Technology, Quaestor of Food and Agriculture, and Quaestor of Environment and Tourism. Article X. The administration of the Provinces shall be entrusted to the care of five Procurators (s.g. Procurator/Procuratrix). They shall be elected by the largest political party within each Province.
