The following proposal is put forth by the Liberal Party leadership. A proposal for a return of the Empire in a federal and democratic form.

Article 1 "Nation"
-The Country shall be named the "Velká říše Deltariánská (Deltaria)"
-The Country shall be organized into a Federal Constitutional Empire
-The Country will be organized into three states, two kingdoms and two Imperial Cities
-The States will have their own legislature, governor and reserve the right to legislate their own administration as long as democracy is respected, legislate domestic affairs apart from monetary, military and foreign policy and to manage their own police, prison systems and courts. Federal legislation can be enforced on their territory by federal agencies.
-The Kingdoms have their own legislature, King/queen and prime minister and have their own constitution, reserve the right to legislate their own administration as long as democracy is respected, legislate domestic affairs apart from monetary, military and foreign policy and manage their own police, prison systems and courts. Federal law does not apply and cant be enforced in kingdoms except for monetary, military and foreign policy.
-The Imperial Cities have their own legislature, governor and reserve the right to legislate social policy, security policy and infrastructure policy. They fully abide by federal law and must enforce federal law in their territory.


Article 2 "Monarch"
-The Monarch, better known as the Emperor or Empress, is the head of state of Deltaria and serves as its symbol, head and constitutional guardian.
-The Monarch always comes from the house of Georgijević-Tesař and ascends the throne when the previous monarch dies, abdicates or is removed by a unanimous vote in parliament
-The Monarch has to be the oldest child of the previous monarch if he or she seeks to be elidgeble to the throne. If no oldest child exist, the oldest member of the family takes over.
-The Monarch is the symbol of the nation and all its people, serves as a impartial figurehead and respects democracy, sovereignty of local governments and the rights of majority and minority.
-The Monarch exercises his or her duties in the framework of a Federal Constitutional Empire, serving as the head of state. In this role the monarch is the highest representative at official state duties, heads delegations to foreign nations if present, grants state honours and heads the armed forces during war.
-The Monarch has the responsibility of appointing a Prime Minister after each election but must do so based on election results
-The Monarch has limited reserve power, with the only real reserve powers being the ability to disband parliament but only if requested by the Prime Minister and the power to dismiss a government if such government had violated the constitution.
-The Monarch is, as per this constitution, bound to hold a weekly meeting with the Prime Minister and mostly act on his or her advice.
-The Monarch heads and directs the Imperial Council, which issues advice to government on important matters.
-The Monarch may appoint and dismiss members to the Imperial Council without justification.

Article 3 "Government"
-The government is led by the Prime Minister of the Empire, which serves as Head of Government.
-The Prime Minister is appointed by the Monarch after each election.
-The Prime Minister may nominate a Cabinet subject to approval by parliament
-The Prime Minister serves at the behest of Parliament, without parliament support he or she shall resign.
-The Prime Minister serves as Head of Government and thus chairs the Cabinet, appoints all federal government officials, directs and is responsible for both domestic and foreign policy, directs all ministers of the ministries, may dismiss individual ministers.
-The Prime Minister is the constitutional "leader" of the country, as its democratic representative, he or she governs together with the Monarch (but in reality, the Prime Minister is in control)
-The Prime Minister may issue "Imperial Letters" which direct, change or enforce matters regarding the federal government and its operation.
-The Cabinet is the body headed by the Prime Minister and consists of all government ministers selected by the PM and confirmed by parliament.
-The Cabinet and its ministers maintain nominal control over day to day affairs while the Prime Minister makes final decisions upon their presentation by cabinet ministers.

Article 4 "Legislature"
-The legislature consists of the Congress of Representatives, the unicameral chamber of the Empire
-Members of Congress are elected every 3 years in a direct, first-past-the-post, single member constituency election.
-Every constituency consists of around 256.000 voters.
-The Congress of Representatives serves as the legitimate and only legislative body on federal level and is the prime decisionmaking body of the country.
-The Congress of Representatives, confirms the Prime Minister, confirms the cabinet, proposes, ammends, passes and rejects federal legislation, may issue a state of emergency, may remove the monarch with a unanimous vote, may dismiss the government with a majority vote, may issue congressional investigations, may issue parliamentary orders through commissions (can issue fines, order individuals to attend a hearing, order a criminal investigation if its orders arent met)

Article 5 "Judiciary"
-The Judiciary of the Empire is a independent branch of government
-The Judiciary is directed on general policy by the Ministry of Justice but managed on a day to day basis by the Judicial Circuit
-The Judicial Circuit consists of the most senior justices on the federal level and appoints all justices on lower district levels
-Deltaria is divided into 3 district courts, Darali, Ushalande and Alazinder
-Individuals may present their case in district courts which may issue verdicts based on federal law
-Individuals may appeal a verdict to the Judicial Circuit, which determiens if the appeal is accepted and if it is hands down a final verdict.
-Doron Akigo and Dissuwa legislate and manage their own judiciary and judicial law

Article 4 "Elections"
-Elections on the federal level are to be held every 3 years unless early elections are called
-Administrative entities below the federal government need to organize elections within at least 8 years in between but may legislate their own elections and how/when they are conducted as long as democracy is respected.
-Municipal elections are legislated by the local state or kingdom governments
