Votes: This bill asks for an amendement to the Constitution. It will require two-thirds of the legislature to vote in favor. This bill will not pass any sooner than the deadline.

Description[?]:

Upon the Passage of this Constitutional Amendment the Federal Republic of Hutori is hereby dissolved and the Commonwealth of Hutori is hereby Restored.

1.) All Government Departments, Agencies, State Corporations and entites related to the State are transferred to the Commonwealth of Hutori
2.) The House of Steuart-Carmichael is hereby Restored as the Royal Family of Hutori.
3.) The Monarch and Sovereign of Hutori may only be held by a Hutorian born citizen and member of the recognized Royal Family.
4.) All powers of the President of the Federal Republic are formally transferred Monarch. The Monarch serves as the Head of State of the Commonwealth and Supreme Commander in Chief of the Armed Forces.
5.) The President of Federal Republic is renamed to the President of the Commonwealth. As the Representative of the Monarch the President of the Commonwealth is responsible for forming a Cabinet on behalf of the Monarch.
6.) The President of the Commonwealth executes other duties on behalf of the Monarch at the discretion of the Monarch.
7.) The National Senate is hereby dissolved and replaced by the House of Parliament. All current Senators will keep their Seats as new Member of Parliament.
8.) The Five Provinces of Hutori may chose their own Head of Province, whether they be an elected Viceroy or chose to have their Royal Patron Represent them directly.

My party will vote against a monarchy. That should not supprise anyone but we do have a question which is important for us, republicans.

The LDU and our electorate wonders why there is no explicit mention of the duties of your Monarch concerning protecting and accepting the democratic values of this nation. Something like unconditionally accepting an independent Parliament, freedom of speech, free elections and that this all might be leading to a change of the constitution your Monarch will not appreciate.

Your Monarch won't be elected by the people but becomes Head of State, commander of our armed forces and other important duties by birth only, so some democratic safeguards should be in place.

As the amendment stays like this it sounds like we are getting a royal dictator.

Does the MPH and the other supporters of a monarchy agree that the mentioned safeguards should be added to the amendment ?

As stated within their title, the Monarch and Sovereign is the Defender of the Constitution.. all of our values, laws and ideals are meant to be upheld by the Monarch, so something like accepting an Independent Parliament, something the President is not required to do, and upholding the ideals of freedom of speech and free elections, against something that the President is not beholden to technically despite the restrictions that the Leader of the Liberal Democratic Union is trying to enforce on the Monarch, I'll note; there have been multiple examples of dictatorial Presidents throughout Hutorian history and not once an example of a "Royal Dictator".

Yes, my Hon Friend is right when he is stating that there has been Presidents acting like dictators. However, there is a big difference with having a Monarch: presidents are elected by the People but your Monarch is not. So, some extra safeguards would be in place to be sure that a Royal Dictator will not arise is our nation. Isn't that true ?

Our understanding/desired monarchial restoration is as follows, and we do ask any member of the Senate to correct us:

We have the Monarch that rules Luthori (His Majesty Edward I by the grace of God and Commonwealth,of the Imperial House of Caringtons,King-Emperor of Luthori) reinstated as King of Hutori

They are to be represented in Hutori by the Governor General, who shall be elected by the People, and discharge all the duties of the Monarchy in Hutori.

The People this will still elect the representative of the Monarch, the GG, and the National Parliament which will choose the Government.

This will grant us a constitutional backbone, the monarch, who can intervene in instances of political crisis, whilst preserving the long held tradition of the constitutional democracy of Hutori

In regards to the Member from the Liberal Democratic Union. We add and stress that the Monarch is the Defender of the Constitution... our ideals and values the Monarch is required to uphold. That is their Constitutional Duty; to uphold our Constitutional Rights.

In regards to the Leader of the Unionist Front. The Monarchist Party of Hutori will not accept a foreign Monarch to serve as the Monarch and Sovereign of Hutori. We offer our sincere congratulations to His Majesty Emperor Edward, however Hutori will not bow to him.

Hutori is an independent nation, and even during the times of the Imperial Commonwealth and the personal union between, the Sovereign of the Imperial Commonwealth called Hutori home. This is not something we will budge on, under any circumstances.

At least, that aspect should be added in the ammendment: no foreign Monarch nor a member of a House abroad shall be crowned as Monarch of Hutori as the People has nothing to say about whom will be Head of State.

Doesn’t the Hon. Gentlemen Woodburry and Thomas agree?
