Summary This Act seeks to reform criminal justice in Hutori, to ensure proper punishment for the most heinous of crimes, while working to rehabilitate those who wish to better themselves and become contributing members of society once again. Article 1) Capital Punishment 1.1 The death penalty may be applied, for the following crimes: 1.1.1 Terrorism 1.1.2 First degree murder, when the defendant is found guilty on multiple counts. 1.1.3 First degree murder or sexual assault of a child. 1.1.4 Crimes against humanity 1.2 Any trial in which the prosecution seeks the death penalty must be presided over by at least three (3) judges, who must unanimously agree to the sentence. Article 2) Mandatory Minimums 2.1 All mandatory minimum sentences for non-violent crimes shall be abolished, except for the following crimes: 2.1.1 Unlawful transfer of drugs or weapons. Article 3) Improvement of Correctional Facilities 3.1 The Ministry of Justice shall spend a total of 10 billion Lira from its budget over 10 years to modernize and upgrade Hutori's existing corrections facilities. 3.2 The Ministry of Justice shall create a program to provide additional resources and training to corrections workers with a annual budget of 100 million Lira. |
