Four years have passed since Evan Samuels took power as the Prime Minister of Luthori and formed the Centre Party. While his Cabinet managed to push forward progressive policies, Samuels himself was described as inexperienced and ultimately became very unpopular during his term.

Critics have pointed out that Samuels lacked experience in both domestic and foreign policy, which resulted in a number of blunders during his time in office. The Prime Minister's lack of political skills was apparent during the Centre Party's campaign for the 5288 Luthorian Parliamentary Election. Despite the party's victory, Samuels struggled to maintain support for his policies and his popularity rapidly declined.

Moreover, some members of the Centre Party's parliamentary caucus were also criticized for their inexperience and lack of knowledge in various fields. This led to a number of missteps and mistakes in the legislation and policies that they introduced.
