In accordance with section 7 of the Game Rules (http://forum.particracy.net/viewtopic.php?f=4&t=8088&p=145763#p145764), Deltaria is a "culturally protected" country. Below is the cultural protocol which all players in the country must abide. Throughout the document, the real-life equivalent is shown in brackets next to the in-game name.

--OVERVIEW--

The ancestors of today's Deltarians originated in central Artania, around the territory of today's Luthori and Ikradon. In a series of events known as the Deltarian Migrations, the Deltarian people moved to their current location, where they formed an empire under the rule of the Tokundian tribe. When the other Deltarian tribes rebelled against the Tokundians and expelled them, Deltaria was reformed as Great Deltaria, a decentralized monarchy that established a large colonial empire around Terra.

Great Deltaria collapsed as a result of the Terror, a century-long civil war, which ended with the nations of Deltaria reuniting and forming modern Deltaria. In the modern period Deltaria has existed both as a republic and as a Czarist monarchy. After several centuries of democratic and pro-Western governance, Deltaria has acquired a number of modern features and has partially moved away from its older feudalistic culture.

--ETHNICITY--

Deltaria has a South Slavic and Balkan culture, but also includes many broader Slavic and Eastern European cultural elements. Most Slavic and Eastern European nations in Particracy were once Deltarian colonies.

Most Deltarians belong to the Delic group of ethnicities, based on the Slavic people. This group includes the closely related Tokundian (Serbian) and Alazindian (Croat) people who speak different standards of the same Deltarian language (Serbo-Croatian), as well as smaller minorities of Daralian (Slovenian) and Delvarian (Macedonian) people. The Disuvan people (Bulgarians) were not historically considered Delic in spite of their native language, as a result of their ancient Jelbic (Eurasian steppe) culture.

The Ushalandan people (Romanians) form a large minority. They speak a Selucic (Romance) language, but one heavily influenced by the neighbouring Delic languages.

There are also significant minorities of Dorons (Goths), Manoush (Roma), and Watembo (Swahili) people.

--LANGUAGE--

The most widely spoken language in Deltaria is the Deltarian language (Serbo-Croatian). It is a pluricentric language with two standard varieties, Tokundian (Serbian) and Alazindian (Croatian). It is written in both the Tokundian (Cyrillic) and Selucian (Latin) alphabets. Deltarian also serves as the lingua franca of the entire nation.

There are several other Delic (Slavic) languages spoken in Deltaria, all of them closely related to Deltarian. The Ushalandan (Romanian), Doron (Gothic), Manoush (Romani), and Kitembo (Swahili) languages are spoken by their respective ethnic group.

Despite being a dead language, Old Tokundian (Old Church Slavonic) retains a notable role in Deltarian society due to its role as the liturgical language of the Terran Patriarchal Church and widespread use to communicate prestige.

MessageI am proposing this cultural protocol update in order to change the dominant culture in Deltaria from Czech and Slovak with many minorities towards a more coherent South Slavic and Balkan culture. The logic being that such a culture fits much better into Deltaria's cultural and historical context, especially given the origin of the Tokundian (Serbian) people here.

This is meant to be a retcon, rather than a roleplayed cultural change from Czech and Slovak to South Slavic.

I've also changed the Dissuwan people (now called Disuvan) from Hungarian to Bulgarian. This is because the Hungarian people already exist in Endralon and have no association with Deltaria. The Dissuwans are meant to be Jelbic people assimilated into Deltarian culture. The assimilation of the Old Bulgars by the Slavs over which they ruled can be used as inspiration for the assimilation of the Jelbic Disuvans into the Deltarian Delic group of ethnicities.

I've also removed and simplified the other ethnic groups. Deltaria remains culturally diverse, but the ethnic distribution is now more straightforward and less confusing.

I've increased the number of irreligious people on account of the policies of the Putica regime.

If this goes through, the nation of Kundrati would need to update its own cultural protocol. It currently has a South Slavic majority, and as suggested on the Discord, our two nations could use a culture swap.
