In order to improve the health of the poorest Keymonians, we propose subsidizing a portion of the costs of prescription drugs for anyone earning less than 6,000 KED per year. Subsidies will cover 25% of the cost of drugs, up to a maximum of 50 KED per year. Local governments may, if they choose, add to this subsidy. |

Message | The 6,000 KED figure was chosen as the cutoff because it is the mean income of our lowest income bracket. (6,002 to be technical, but we rounded off). We estimate about 10% of the population, or approx. 75,000 people, would make less than 6,000 KED. If they all took the maximum subsidy, that would cost us 3.75 million KED per year. However, it will likely cost less, as not everyone uses prescription drugs, and not all those who do will need the maximum subsidy. We estimate that a budget of 2.5 million KED for the program would be sufficient. This program is important because it will increase the productivity and health of our poorest citizens, who will then be better able to work hard and earn more money to help pull themselves out of poverty. |

Message | The JAS would insist on an agressive Drug Utilization Review, as well as a strong Fraud, Waste, and Abuse controls for people the government is subsidizing their medications. NO free lunch if it's not clincially warranted, and clearly the best efficacy. |
