| 𝐂𝐇𝐀𝐑𝐓𝐄𝐑 𝐎𝐅 𝐓𝐇𝐄 𝐑𝐄𝐏𝐔𝐁𝐋𝐈𝐂 𝗦𝗘𝗖𝗧𝗜𝗢𝗡 𝗜. 𝗔𝗰𝘁 𝗼𝗳 𝗙𝗼𝘂𝗻𝗱𝗮𝘁𝗶𝗼𝗻 𝗔𝗥𝗧𝗜𝗖𝗟𝗘 𝗜. Dovriges Nation (“Davostag Nation”) is a Republic officially known as 'Dovriges Republik' (“Davostag Republic”) and shall be referred to as Dovrige (“Davostag”) or Riket (“Realm/State”) in matters of state. Davostag shall from there be described as an independent constitutional republic with elements of democracy based on Davostagian circumstances, culture and values. This new republic shall represent the beginning of a true and revived Davostagian nation. 𝗔𝗥𝗧𝗜𝗖𝗟𝗘 𝗜𝗜. The territory of Riket consists of the territories of the Davostag regions known as landskap. Other territories may be incorporated in Riket by a national law, if their populations so desire by virtue of the right of self-determination. 𝗔𝗥𝗧𝗜𝗖𝗟𝗘 𝗜𝗜𝗜. The national flag is white with a black double-headed eagle, known as Tjodsfanan (“nation-banner”). The commercial flag is ash black-white-gold, known as Rikstrikoloren (“national tricolor”). Variations of the symbols of state shall be determined by a national law. 𝗔𝗥𝗧𝗜𝗖𝗟𝗘 𝗜𝗩. Political power shall be exercised, in matters pertaining to Riket, through the organs of Riket on the basis of the national constitution, and, in matters pertaining to the regions, through the organs of the regions on the basis of the national constitution. 𝗔𝗥𝗧𝗜𝗖𝗟𝗘 𝗩. The Riksdag (“National Diet”) shall be composed of the representatives of the Davostagian people known as the Davostagers. The deputies shall be representatives of the entire people. They are subject only to their conscience and are not bound by instructions. The deputies shall be elected by the universal, equal, direct and secret suffrage of all men and women over eighteen years of age, according to the principles of proportional representation. Election day must be the 10th day of the election month. 𝗔𝗥𝗧𝗜𝗖𝗟𝗘 𝗩𝗜. The Rikspresident (“President of the Realm/State/Nation”) shall be elected by the whole Davostagian people. Every Davostager who has completed his thirty-fifth year and military service is eligible. Detailed regulations shall be prescribed by a national law. Election day must be the 20th day of the Riksdag election month. The Rikspresident-elect shall assume the office on the 1st day of the month after the election month. The Rikspresident may not at the same time be a member of the Riksdag. The Rikspresident shall have supreme command over the entire military forces of Riket, known as Dovriges krigsmakt (“Davostag Armed Forces”). The Rikspresident shall appoint and remove national officials and military officers of Riket, except as otherwise provided by law. He/she may permit other authorities to exercise the powers of appointment and removal. 𝗔𝗥𝗧𝗜𝗖𝗟𝗘 𝗩𝗜𝗜. The National Ministry shall consist of the Premier and the national ministers. The Premier and, upon his recommendation, the national ministers shall be appointed and removed by the Rikspresident. The Premier and national ministers must have the confidence of the Riksdag for the exercise of their offices. Any one of them must resign if the Riksdag withdraws its confidence by express resolution. The Premier shall preside over the National Ministry, and shall conduct its business according to rules of procedure which shall be determined by the National Ministry and approved by the Rikspresident. 𝗔𝗥𝗧𝗜𝗖𝗟𝗘 𝗩𝗜𝗜𝗜. This Charter of the Republic shall be expanded upon organically by the Rikspresidents and Riksdag and shall consistently favor the rights and interests of the Davostagian people. |
