To expand the influence and scope of the keymon defense initiative the PNRF propose the following. New construction of buildings are required to have provisions for civil defense. - This is a self funding project as it imposes legislation on construction and is not government funded. - With the high level of investment into Keymon economy new buildings are known to sprout of the ground like ... sprouts. - Harnessing this investment into the economy to include defense provisions will allow the government to improve its national defense at no cost to the government. It is imperative to increase defense due to recent regional instability. The nation has an intelligence agency that is permitted by law to undertake all types of covert operations in other countries. - It is niave to assume that an intelligence agency doesn't already undertake all types of illegal covert operations overseas, why not just make it policy and legitamize those actions. - These actions of course would be under the neutrality agreements and only operate when a direct threat to Keymon is presented. |

Message | "Threats have been uncovered in neighbouring and purportedly friendly nations. This is unacceptable, and something we should of had investigated ourselves and been prepared for. Our failure in this is a failure in our policy and we must step up efforts to find information about these threats. Beyond that we must be capacitated to disarm these threats before they reach our borders. Involvement in another country when it concenrs our own saftey is not a breach of neutrality. This does not capictate our intelligence agency to intervene into matters of national security.
