Recognising that centralised, highly regulated government leeds to unlimited beaurocracy and lacks democratic representation, we propose more power be given to government at a local level, and devolution occur. The libraries bill is a first step in this direction. This bill will mean that local governments are given funds BY the government to spend on libraries, but it is up to the local government to manage the funds, not central government which knows little about the educational needs of the area. Message | This could leed to the embellezziling of funds and leeding to some area's being better funded than others. For example, Clennon might have a better libary than Kozaria. We do not see this as an acceptable change to the current system. |
