If you centralise and make everything the same then it does not cater to the needs of children in different areas. However, that is irrelevant here as we are talking about higher education institutions. I vote no, devolve power to local governments.

MessageCentralization doenst work? If it wasnt up to centralization politics of the Renaissance, we still would be figthing every neighbour, and couldnt talk to our neighbours etc.
