| WHEREAS the proliferation of personal automobiles has a demonstrable effect on air quality; AND WHEREAS it is incumbent upon the people of the Kundrati Union to take responsibility for the externalities of personal automobile use; THEREFORE a cost-recovery scheme shall be put in place to assist in moving toward less environmentally destructive forms of personal transportation. |
