| Since the scandal of the first party in Deltaria have used unathorized personel in their public offices (ministries) there have been a massive hunt for escaped first party members. If any of these has reached the hobrazian borders they should be treated as refugees of extreme circumstances and should be aided. We suggest to the hobrazian parliament that we operate special shared deltarian and selucian refugee sites inside Hobrazia to take care of the expected amount of refugees the situations in Deltaria and Selucia will cause. This will be temporarily sites untill peacefull situations has restored in their respective homelands. If any refugees wish to immigrate to Hobrazia they should follow our immigration laws and make a personal application. If the first party leadership is among the refugees they shall be aided equal to the other first party members but given their high reputation they should be installed at secret destinations. Concerning the deltarian search for first party members, initiated by the Sluzba, we should upgrade our border control to avoid deltarian government supported actions in Hobrazia. Furthermore the hobrazian government and parliament will not tolerate secret operations supported by foreign governments. If any one is discovered in this or captured in such actions they will be treated as prisoners of war and shal be treated as such. |

Furthermore, we see no reason to hold the Sluzba by the rules of their captor power. A civilized nation such as Hobrazia should be a shining example of humanity and treat their POWs as such. |
