Proposal number 2 was prompted by an earlier debate about our country's policy on the use of nuclear weapons. Although we still feel at heart that nuclear weapons should only be used in retaliation to a nuclear attack and thereby act as a detterent, we find the security and unity of Malivia to be too important to be partisan about it. We hope that the proposal will be supported by The Protectorate Party.

As regards proposal number one: we have our doubts whether it is possible at all to protect our citizens against the ravages of nuclear war and maybe we shouldnt waste money on something that doesn't work. But seeing as things are we think that local governments should be in charge of this question.
